OCCUPATIONAL HEALTH AND SAFETY POLICIES FOR HEALTH WORKERS IN COMMONWEALTH MEMBER STATES: A POLICY REVIEW

Background
Globally, approximately 136 million workers are employed in the healthcare sector1, which is recognized as one of the most hazardous industries from an occupational health and safety (OHS) perspective2. Health workers (HWs) face numerous occupational risks, yet their OHS needs are often overlooked. Despite these challenges, recent efforts within the Commonwealth have underscored the importance of protecting HWs through robust OHS policies3.
Objective
This study aimed to examine the scope, structure, and implementation of existing national OHS policies and programs for HWs across Commonwealth of Nations member states.
Methods
A mixed-methods approach was employed, including a comprehensive analysis of national policy documents related to the OHS of HWs in Commonwealth of Nations Member States.
Results
Of the 56 Commonwealth countries surveyed, 26 responded. Among these, 18 reported having formal, health sector-specific OHS policy instruments in place. The analysis highlighted significant disparities in policy focus and implementation, with many countries relying on general OHS frameworks rather than dedicated health sector-specific policies. Strengths and weaknesses were identified within national approaches, emphasizing both the progress made and the gaps that remain.
Conclusion
While some Commonwealth members states must establish fundamental measures to mitigate the acute OHS vulnerabilities of HWs, others with established systems need to strengthen and refine their policies and programs. Ensuring the long-term health and well-being of HWs is essential for the sustainability of public healthcare and must be reflected in comprehensive, sector-specific OHS commitments and strategies.
